To your question about overkill: I would consider it a Best Practice to have at least 4 drives for a diskgroup with normal redundancy that contains voting disks exactly because of this situation: One disk may fail. 

Now when you have 3 disks still available, the clusterware will create a new voting disk on that drive (after the failed ASM disk was automatically dropped) and redundancy is still maintained.
